The Codex Astartes, written by Primarch Roboute Guilliman after the Horus Heresy, is the definitive guide for how Space Marine Chapters should be structured and operated along with priceless and invaluable knowledge on warfare, organization and diplomacy. At its core, it was Guilliman’s answer to prevent another situation where one single individual could wield the power of a Legion and turn it against the Imperium. By reducing the size to 1,000 warriors, the risk of a Chapter going rogue and causing widespread damage was thus minimized. This structure is designed to keep Chapters versatile and mobile while preventing any single one from being too powerful.
